On your question of whether to charge for admission, I normally advise event organizers to charge whoever will make money from an event. Normally, this would be your artists who are looking to raise awareness at the show and eventually sell pieces of art.

However, artists frequently can't afford to spend much on promoting themselves, so you might have to look for other sources to fund the project. You might need businesses to pay to sponsor the event. I'm always amazed at how many businesses will pay to sponsor an event like this if you just ask them.

Charging attendees to attend this type of event is hard since many people feel they are "customers" expected to buy a piece of art, so attendance will be lower than if the event is free. (The word "free" is a powerful motivator.)
